    The article states, “If the city were to purchase a fleet of 65 carts at about $4,000 apiece, the resulting investment would be a significant upgrade for the course’s operation.”
    Aren’t we always taught to buy an asset if it appreciates and lease it if it does not? Has the city conducted a cost-benefit analysis or a ROI to see if spending (and maintaining an ‘investment’ i.e. spending $260,000) makes sense? Probably not.
